• Step1: Opening the image in ms paint: 

You can open the image file in ms paint by right click on the file and navigate to "open with" then "paint" as shown below.

Step2: The modifications.

Now find the resize option which is available near the top left corner. and press resize.

You will get two options here:

1. By percentage:  You can reduce the percentage Height and width from this option.
2. by pixels: You can reduce or increase the pixels of both the width and height from here.
   
   

If you want to maintain the ratio of width and height then mark the aspect ratio button otherwise unmark it.

Step3: Saving and creating the new file:

After entering the suitable size or pixel, you can save your file and make a new file by clicking on save as navigation in file menu as shown. Name it different than the original file to save the original file as well.

In future, if you want to increase the property, pixels or the size of your image, you can apply the same method as stated above to gain the original picture quality. This way you do not lose the quality, you just compress it and regain in the future if necessary!
